CFU Welcomes U.S. Expansion of UFLPA Entity List
WASHINGTON, D.C. – Campaign for Uyghurs (CFU) welcomes the United States Department of Homeland Security’s decision to expand the Uyghur Forced Labor Prevention Act (UFLPA) Entity List with the addition of more than 43 entities connected to forced labor in East Turkistan. This action strengthens efforts to hold companies benefiting from the Chinese Communist Party’s (CCP) state-sponsored forced labor accountable and prevent products produced through exploitation from entering U.S. supply chains.
The newly added entities are linked to 187 identified industries and operations impacted by the CCP’s forced labor programs targeting Uyghurs. This expansion of the UFLPA Entity List, an increase of 30% in the number of entities listed, is the single largest-ever expansion of the list. The United States is reinforcing its commitment to ensuring that businesses cannot profit from human rights abuses while continuing to access global markets.
The CCP’s use of forced labor remains a central component of its ongoing genocide. Chinese government data showed that Uyghur forced labor transfers reached 3.2 million person-times in 2023, 3.34 million person-times in 2024, and 3.36 million person-times in 2025. These figures exceed the government’s Five-Year Plan target for the 2021–2025 period by 17%. A firsthand testimony from a former Han Chinese police officer who served in the region from 2014 to 2023 states that state-imposed forced labor has become more pervasive and deliberately harder to detect. In addition, policies such as the recently implemented “Ethnic Unity Law” present a legalized system of coercion and control over communities, while reinforcing ongoing abuses.
CFU Executive Director Rushan Abbas praised the expansion, stating: “The expansion of the UFLPA Entity List sends a clear message that industries connected to the CCP’s forced labor crimes cannot continue to profit without consequences. The Uyghur people have endured years of exploitation, repression, and forced labor, while businesses tied to these abuses have benefited. My innocent sister Dr. Gulshan Abbas, who is being held as a prisoner for my advocacy in the U.S. – a clear act of the CCP’s transnational repression – could be making goods transferred to America. We commend continued efforts to protect supply chains from forced labor and urge other governments and companies to commit to ending complicity in these violations.”
CFU calls on the international community to strengthen efforts to confront the CCP’s ongoing abuses and support policies that protect human rights, labor standards, and ethical supply chains.
